Guimaras SK officials complete mandatory training

GUIMARAS – The 759 Sangguniang Kabataan (SK) officials from 97 barangays in this province have completed their mandatory training held from Nov. 9 to 13.

The Provincial Youth Development Office conducted the training in collaboration with the Department of Interior and Local Government (DILG)-Guimaras and Guimaras Civil Service Commission.

The schedule of training per municipality is as follows:

• Buenavista – Nov. 9-10 (two batches)

• Jordan – Nov. 9

• San Lorenzo – Nov. 11

• Nueva Valencia – Nov. 13

• Sibunag – Nov. 13

The mandatory training aims to prepare the elected SK officials for their roles, duties and responsibilities as public servants.

It involved the discussion of three modules which include the following topics: Decentralization and Local Governance, SK History and its Salient Features, Meetings and Resolutions, Planning and Budgeting, and Code of Conduct and Ethical Standards for Public Official and Employees.

The training is in compliance with the Memorandum Circular No. 2023-166 or guidance on the assumption of office and other relevant directives issued by DILG secretary Benjamin Abalos Jr. on Oct. 31.

“Any SK official, whether elected or appointed or any member of the local youth development council (LYDC), must undergo the mandatory training programs before she/he can assume office,” read part of the memorandum circular.

Requisites before incoming barangay officials can assume office:

* proclamation certificate from the Commission on Elections (Comelec)

* oath of office

* certificate of mandatory training (for newly-elected SK officials only)./PN
