A LAST-DITCH desperate effort by pseudo-communists to keep alive their agenda of overthrowing the government is by conducting destabilization operations in the “white areas” or urban centers.
We’re talking about this unyielding pigheaded resistance to the implementation of the Public Utility Vehicle Modernization Program (PUVMP) initiated, choreographed and performed by the Pagkaisa ng mga Samahan ng Tsuper at Opereytor Nationwide (PISTON), a public transport group affiliated with that labor group Kilusang Mayo Uno.
It is public knowledge that both groups are fond of wearing red-colored knickers, brandishing red banners with the hammer and sickle and placards with the usual boring communist-inspired rhetoric, all done in red paint.
The obvious reason why they’re desperately putting all efforts to have anarchy in the streets and disrupt the economy is this: The Armed Forces of the Philippines (AFP) has announced that there are no more active New People’s Army (NPA) guerilla fronts.
“As of December, there are no more active NPA guerrilla fronts. The continued focused military operations have neutralized high-value targets in the communist and local terrorist groups. according to Col. Xerxes Trinidad, chief of the AFP public affairs office.
In 2023, the AFP was able to neutralize 1,399 members of communist and local terrorist groups. It seized 1,751 firearms through capture, confiscation, recovery or surrender, according to Trinidad.

The demi-god of the CPP/NPA/NDF, Joma Sison, succumbed to COVID-19 in The Netherlands; Luis Jalandoni is a septuagenarian more concerned with adult diapers/maintenance medicines than being a revolutionary; Concha Araneta Bocala, also a sickly septuagenarian, has gone into hiding, while Marco Valbuena, CPP/NPA/NDF “spokesman”, is just a figment of their imagination.
And the CPP/NPA/NDF’s other foremost leaders, Benito Tiamzon and wife Wilma Austria, were killed at sea when their boat blew up during a chase with the Armed Forces.
The AFP’s focused military operations have resulted in the neutralization of 67 high-value individuals — operating either for CPP-NPA or other local terrorist groups in the country.
These top leaders include Dionisio Macabalo alias “Muling/Kardo” — who was the Secretary of the NPA’s North Central Mindanao Regional Committee, as well as Farahudin Pumbaya Pangalian, alias Abu Zacharia, who was the Amir of DI-Philippines and overall, Amir Islamic State-East Asia.
Basically, the CPP/NPA/NDF are running around like a headless chicken. What’s left are the remnants of the so- called Makabayan bloc in Congress, leftists labor groups i.e. PISTON/Kilusang Mayo Uno and the useful idiots in the University of the Philippines.
Meanwhile, Land Transportation Franchising and Regulatory Board (LTFRB) chairperson Atty. Teofilo Guadiz III issued Memorandum Circular No. 2023-051 on Dec. 14, focusing on the operations of consolidated transport service entities in all routes with applications for consolidation filed on or before Dec. 31, 2023.
This circular is part of the Public Utility Vehicle Modernization Program aimed at minimizing air pollution and improving public transport safety. It addresses the conditions of the Provisional Authority after Dec. 31, 2023, following nationwide public consultations and transport forums.
The circular outlines two key guidelines:
1. For Consolidation: All Transport Service Entities (TSEs) and individual operators who have applied for consolidation by December 31, 2023, will continue to operate under their existing Provisional Authority (PA), valid until December 31, 2024, or the issuance of a Certificate of Public Convenience (CPC), whichever comes first.
2. Without Consolidation: On routes without consolidated TSEs, all PAs issued to individual operators will be revoked effective January 1, 2024. These units will not be authorized for registration as public utility vehicles, and a show cause order will be issued in compliance with the amended Public Service Act. The Board will issue separate guidelines to ensure an adequate supply of public transport on these routes. (PN12/20/2023)

PISTON has withheld this information from jeepney drivers gullible enough to listen to them and join their transport strike, which usually fizzles out on Day 1.
