ILOILO City – The Philippines Statistics Authority (PSA) Regional Statistics Services 6 has started the Philippine National ID (PhilID) registration for children aged one to four years old since February 13 this year.
PSA OIC Regional Director Nelida C. Amolar emphasized that parents should register their children with PhilID, especially at a young age.
However, a registered child needs to update his or her biometric information upon reaching five years old.
Based on the PSA guidelines, the accompanying parent or guardian must present specific identification and supporting documents to facilitate the registration process.
For accompanying parents, the PhilID or ePhilID, along with the child’s identification documents, are necessary.
In cases where the parent is absent or underage, a guardian may accompany the child, provided they present additional documentation such as an authorization letter from the parent, valid identification of the parent, and the child’s identification papers.
Moreover, if both parents of the child are deceased, the guardian must present the death certificates of the parents and the child’s identification documents.
Similarly, if the child is under institutional care, the guardian must provide agency identification and the aforementioned documents.
The primary documents of the child required for registration may either be the Certificate of Live Birth issued by PSA or the Local Civil Registry Office, the Report of Birth issued by PSA or the Philippine Foreign Service Post, the Certificate of Foundling issued by the PSA or the Certificate of Live Birth of Person with No Known Parent(s) issued by the PSA, Municipal Form No. 102, or the Philippine Passport or ePassport issued by the Department of Foreign Affairs.
Alternative or additional documents showing the child’s full name, date, place of birth, and parental information may also be accepted.
In Western Visayas, PSA targets approximately 761,614 individuals, based on data from the 2020 Census on Population and Housing.
The Philippine Identification System Act, or Republic Act 11055, was signed into law in August 2018.
It aims to establish a single national ID for all Filipinos and resident aliens, providing valid proof of identity for Filipino citizens and resident aliens of the Philippines. (PIA-6)/PN
