BACOLOD City – To bolster community health, the city government has designated Barangay Health Workers (BHWs) as health education and promotion officers at the barangay level. This initiative aims to enhance the implementation of health promotion policies, programs, and activities across the city.
The decision followed a resolution passed by the City Council authorizing Mayor Alfredo Abelardo Benitez to make these appointments. The BHWs are crucial members of the local health system, particularly in pandemic prevention and response, and assist in operations at various health facilities.
These health workers also conduct house visits and organize community members for health-related events and activities.
The new designation of BHWs is aligned with the goals of the Universal Health Care Act (Republic Act No. 11223) and the Department of Health’s administrative order on primary care framework, which underscores the need to enhance the capacities of primary care workers, including BHWs.
The BHWs’ roles were initially recognized and supported under Republic Act No. 7883, the BHWs’ Benefits and Incentives Act of 1995, which provided for their training and material support. The Universal Health Care Act further strengthens this approach by promoting health literacy and encouraging healthy lifestyles among Filipinos./PN
