ILOILO City – The Department of Public Works and Highways (DPWH) Region 6 has temporarily halted construction of a P400-million seawall project, spanning the shorelines of barangays Rizal Pala-Pala and Tanza Bonifacio, in compliance with a resolution from the Iloilo City Council.
Regional Director Engr. Sanny Boy Oropel said, “We will abide with the resolution,” following the council’s request to stop the ongoing construction due to various compliance issues.
The project, which began in August 2023, has reached 68% completion and is funded through the General Appropriation Act for 2023. It aims to provide flood protection and safeguard residents from natural calamities.
The city council’s engineering, construction, and public works committee highlighted the project’s lack of necessary permits from several authorities including the Philippine Reclamation Authority, the Department of Environment and Natural Resources, and the Environmental Management Bureau.
Concerns were also raised about the project’s impact on the marine ecosystem and local drainage systems.
In response, Oropel clarified that the seawall is a standalone structure not requiring reclamation clearance, and emphasized compliance with all regulatory requirements before implementation.
He added, “We are seeking a special session with the city council to explain the project thoroughly.”
City officials, including Janis Mae Sy from the City Environment and Natural Resources Office, have echoed the need for proper permits and environmental impact assessments.
The DPWH hopes for the city government’s support to resume and complete the construction before the upcoming rainy season, stressing the importance of the seawall in protecting the community’s property and lives./PN
