BACOLOD City – The City Legal Office (CLO) has reminded anew ambulant or sidewalk vendors to abide with City Ordinance (CO) No. 1009, Series of 2002, which regulates vending.
City Legal Officer Atty. Romeo Carlos Ting Jr. said several business owners were complaining of sidewalk vendors obstructing their establishments, particularly those in the downtown area.
“Sa tanan nga mga ambulant/sidewalk vendors, kamo ginapahibalo kag ginapahanumdum sa paghimos kag pagdala puli sang inyo mga baligya sa pag-abot sang alas-9 sa gab-i,” read part of the CLO advisory issued on Thursday, June 13.
The CLO added that personnel of the City Legal Enforcement Team will confiscate the products left by non-compliant vendors in their vending areas.
Ting further said violation of the aforementioned ordinance would result to the revocation of permits.
The Sangguniang Panlungsod (SP) committee on markets, for its part, appealed to the vendors in the downtown area, particularly those selling dry goods, to cooperate.
Councilor Celia Flor, committee chairperson, also said that several sidewalk vendors are already occupying part of the roads to display their goods.
“Palihog balik lang sa inyo lugar. Indi pwede nga makalab-ot asta sa dalan kag atop sang building [business establishment) ang display kay may certain size man ang area nga nabaligyaan,” she said.
Under the said city ordinance, accredited vendors are allocated an area measuring one meter by one meter. They are also provided with identification cards and quick response (QR) code for their stalls.
CO No. 1009 covers peddlers plying their trade using stalls or mobile vehicles such as food trucks, motorcycles, tricycles, trisikads, and the like, selling food and non-food products.
It does not cover those located inside public markets who have established business locations, have permits, and are paying appropriate business taxes to the city government.
The ordinance stated that registered vendors, ambulant vendors and peddlers must observe all laws, ordinances, and regulations with respect to health and sanitation, public safety, environment, transportation and traffic management, business, trade, and commerce.
They should ensure and maintain their workplaces through proper waste segregation and disposal methods; and they should ensure unobstructed flow of vehicular and pedestrian traffic./PN
