IN THE wake of recent developments in the national scene over Philippine Offshore Gaming Operators (POGOs) – and in Iloilo City just eight months ago when 17 Chinese nationals were arrested for operating a cybersex den in Jaro district – the spotlight has turned to the robustness of our immigration enforcement. These not only underscore the need for tighter security measures; they also expose potential loopholes in our current immigration system. The arrest of undocumented aliens points to a concerning oversight in monitoring the activities and legal status of foreign nationals residing within our borders.

The City Council’s move to initiate an investigation “in aid of legislation” is a good step towards tightening immigration controls. However, this should not just be a reactionary measure but part of a sustained effort to overhaul the existing framework. As it stands, the enforcement mechanisms of the Bureau of Immigration and the Department of Labor and Employment appear insufficient in preemptively curbing the illegal stay and activities of foreigners.

Foreigners are, by rule, allowed a stay of up to 30 days with a visa. Yet, there are serious doubts about the thoroughness of checks conducted by the Immigration bureau. The issue isn’t just about the length of stay but also about the activities these foreigners engage in during their time in the city. The integration of advanced technology and better inter-agency coordination is crucial. The use of sophisticated tracking systems and regular audits of foreigners’ activities can help ensure that those who overstay or engage in illicit activities are quickly identified and dealt with according to the law.

Mayor Jerry Treñas’ rejection of the proposal to allow POGOs in the city due to potential negative social and economic impacts, including crime, underscores the need for a holistic approach to immigration policy. This policy should not only regulate the inflow of foreigners but also monitor their activities continuously. This also means enhancing the capabilities of local law enforcement agencies through training and resources to handle sophisticated crimes associated with undocumented residents and their operations.

As Iloilo City continues to grow as a hub for international trade and cultural exchange, it is crucial that immigration policies evolve concurrently to safeguard the interests and welfare of its citizens.
