Bacolod signs P2.1-B deal for e-governance, centralized command

BACOLOD City – The city government has entered into a P2.1-billion agreement with High-Data Infra Inc. for the development of e-governance systems and a centralized command center under a Public-Private Partnership (PPP) scheme.

The deal was formalized on March 3 at the Bacolod City Government Center (BCGC), with Mayor Alfredo Abelardo Benitez representing the city and Danny Fernandez of High-Data Infra Inc. present.

The project, set to be implemented in phases over a 10-year term, will be funded through the city’s general fund. The initial phase will prioritize the development of e-governance infrastructure, with subsequent phases focusing on establishing a Command Center and deploying Intelligent Street Lamp Poles equipped with dynamic cameras for traffic, people, and flood monitoring, as well as HuliCam portable cameras.

Mayor Benitez reiterated his administration’s commitment to transforming Bacolod into a “super city” through the integration of modern technology.

“This is a moment we can all take pride in — Bacolod is moving forward in its commitment,” he said.

The Intelligent Street Lamp Poles will enhance traffic management, public safety, energy efficiency, environmental monitoring, and communication. The strategic partnership highlights Bacolod’s goal of becoming a more connected, efficient, and future-ready city.

The city will pay for the project in installments, with the first payment of approximately P125 million due one year after the agreement’s signing. Payment terms will vary according to the agreement./PN
