ROXAS City – A barangay councilman and another man were arrested at a checkpoint in Barangay Poblacion, Tapaz, Capiz for illegal gun possession.
The 33-year-old Rolly Asiong of Barangay Rizal Norte, Tapaz was caught past 5 p.m. on Friday. He was driving a motorcycle.
“We flagged him down at the checkpoint. He yielded an unlicensed .45 pistol,” said Senior Inspector Gilbert Gervero, Tapaz police chief.
Asiong, who introduced himself as a barangay kagawad, admitted not having a gun license or a permit to carry a firearm, added Gervero.
He said he brought the gun for “self-defense,” according to the police chief.
An hour earlier, the same police checkpoint apprehended a 39-year-old resident of Barangay San Miguel Ilawod, Tapaz also for illegal gun possession.
The police confiscated from Rosman Capucao an unlicensed 12-gauge shotgun around 4:14 p.m.
Asiong and Capucao were detained at the Tapaz police station. Gervero said both would be separately charged with violating Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act).
To qualify and acquire a license to own and possess a firearm, the law requires one to be a Filipino citizen, at least 21 years old and has gainful work.
In addition, the applicant shall submit the following certification issued by appropriate authorities attesting the following:
(a) the applicant has not been convicted of any crime involving moral turpitude;
(b) the applicant has passed the psychiatric test administered by a police-accredited psychologist or psychiatrist;
(c) the applicant has passed the drug test conducted by an accredited and authorized drug testing laboratory or clinic;
(d) the applicant has passed a gun safety seminar which is administered by the PNP or a registered and authorized gun club;
(e) the applicant has filed in writing the application to possess a registered firearm which shall state the personal circumstances of the applicant;
(f) the applicant must present a police clearance from the city or municipality police office; and
(g) the applicant has not been convicted or is currently an accused in a pending criminal case before any court of law for a crime that is punishable with a penalty of more than two years./PN
