ILOILO City – Six barangays failed to submit their Barangay Anti-illegal Drug Council (BADAC) quarterly report, according to Mayor Jed Patrick Mabilog.

All the 180 barangays here were supposed to submit their confidential reports on illegal drugs by Sept. 15.

“Ang Department of Interior and Local Government may ginhimo nga mechanism to ensure nga ining mga barangays ma-submit sang ila reports,” said Mabilog.

He did not name the barangays that failed to beat the deadline.

Mabilog also admitted there are no sanctions to these barangays.

“Siguro makapangayo kita sang ordinansa sa City Council (to compel them),” he added.
A BADAC comprises the barangay captain (chairman), barangay kagawad (councilmen), the Sangguniang Kabataan president, a public school principal or representative, the chief tanod (watchman), representatives from civil society / nongovernment organization, a faith-based group, and the chief of police.

In Memorandum Circular No. 2015-63 dated June 16, 2015 of the Department of the Interior and Local Government, the powers and functions of BADACs include:

* planning, strategizing, implementing, and evaluating programs and projects on drug abuse prevention
* coordinating and collaborating with other institutions implementing programs and projects on drug abuse prevention
* gathering and updating data on all drug-related incidents and their effect on peace and order, and coming up with a list of suspected drug users and pushers
* conducting information and education campaign on illegal drug demand reduction
* monitoring the disposition and progress of drug-related cases filed
* organizing the BADAC Auxiliary Team
* conducting regular meetings at least once a month and calling for special meetings whenever necessary, and
* performing other related functions./PN
