Climate Change action plan formed

BACOLOD City – Stakeholders from various sectors under the Provincial Disaster Risk Reduction and Management Council formulated a Provincial Climate Change Action Plan (PCCAP) 2017-2019 during a three-day workshop.

Karen Dinsay, head of Negros Occidental capitol’s information office, said the PCCAP will be implemented after Gov. Alfredo Marañon Jr. issues an executive order.

The action plan, which seeks to create climate-resilient communities in Negros Occidental, will be mainstreamed in the Provincial Development and Physical Framework Plan.

During the workshop at Nature’s Village Hotel in Talisay City, Provincial Environment Management Office Wilfred Ramon Peñalosa said the action plan should be doable, sustainable and replicable.

Section 14 of Republic Act 9729 or the Climate Change Act of 2009 as amended by Republic Act 10174 provides that local government units shall be the frontline agencies in the formulation, planning and implementation of climate change action plans in their respective areas.
The workshop was conducted by the Province of Negros Occidental in partnership with the Climate Reality Project Philippines and Climate Change Commission. The resource persons were the following:

* Zeaphard Caelian, head of the Provincial Disaster Management Program Division – discussed the province’s climate and disaster risk reduction situation

* Rodne Galicha, country manager of the Climate Reality Project – tackled the salient features of Climate Science
* Arnold Grant Belver, senior science research specialist of the Climate Change Commission – talked about the Philippine National Framework Strategy on Climate Change and the National Climate Change Action Plan; and
* Pecier Paul Decierdo of the Mind Museum – discussed science communication as storytelling. (PNA)
