MANILA – Sen. Loren Legarda urged the Climate Change Commission and the Department of Environment and Natural Resources to expedite ratification of the Paris Agreement on Climate Change.
At least 75 Parties to the United Nations Framework Convention on Climate Change have already ratified the climate deal that limits warming to 1.5 degree Celsius.
The Agreement, which the Philippines signed on April 22, 2016 in a ceremony in New York City, is scheduled to enter into force next month.
“We have nothing to lose, but everything to gain with the Paris Agreement… The Philippines was at the forefront of the Paris climate talks… Now, with the imminent entry into force of the Agreement, it is ironic that we are taking our time,” said Legarda.
Citing the catastrophic aftermath of Typhoon Yolanda in 2013, the Antiqueña senator said that the ratification by the Philippine is “very important.”
She further said that there is no provision in the landmark agreement on climate change that would prevent the country from being industrialized.
“In fact, it addresses the issue of climate justice. There are clear provisions in the Climate Agreement saying that industrialized nations must come up with the funding needed to help the vulnerable nations,” the chief of the climate change committee added.
Under the Paris accord, developed nations must raise $100 billion annually to help nations most affected by climate events.
The success of the country’s limitation target, which is to reduce emissions to 70 percent by the year 2030, would depend on both its efforts and the technical and financial support that will be provided to the country, said Legarda./PN
