MANILA – An immigration lookout bulletin order (ILBO) has been issued against Sen. Leila de Lima and other individuals allegedly involved in the illegal drug trade inside the New Bilibid Prison (NBP).
“Considering the gravity of the possible commission of any offense, there is a strong possibility that they may attempt to place themselves beyond the reach of the legal processes of this department by leaving the country,” said a memorandum issued by the Department of Justice.
Also subject of the lookout order dated Oct. 7, are former Justice undersecretary Francisco Baraan III, former NBP chief Franklin Jesus Bucayu, former Presidential Anti-Organized Crime executive director Reginald Villasanta, as well as de Lima’s former security aide Joenel Sanchez and former driver Ronnie Dayan.
“We thus deem the issuance of an ILBO against the subject persons prudent in order to at least monitor the itineraries of their flight, travel, and/or whereabouts,” the order addressed to the Bureau of Immigration also said.
For her part, de Lima called the lookout bulletin against her as baseless since no case has been filed against her before the Ombudsman.
Referring to the House of Representatives, the “kangaroo court” investigating her so-called involvement in the illegal drugs trade in Bilibid, she said, cannot justify the issuance of such an order.
“Obviously, the persecution continues by these men without balls. I already dared them to arrest me, but no one came. They have already done worse, a look out bulletin at this point is just icing on their cake,” the senator said.
She also answered the criticisms levelled against her with a challenge: “Tatlong buwan na ninyo akong pinagtutulong tulungan gamit ang buong gobyerno, ganyan ba kayo mga kaduwag at kainutil? Mga lalake ba talaga kayo?”
In last month’s probe, convicted robber and drug dealer Herbert Colangco testified against the former Justice secretary and claimed they raised funds for her Senate bid in the last elections./PN
