‘Bloody’ penalty for traffic violators

BACOLOD City – For every traffic infraction, a bag of blood as punishment?

Why not, said Councilor Elcid Familiaran. This is a creative way to ensure that hospital blood banks here always have stocks, he stressed.

The chairman of the Sangguniang Panlungsod’s health committee has proposed that traffic violators be given the option to donate blood as punishment.

At present, violators of traffic rules and regulations here are made to pay a fine.

Under his proposal, said Familiaran, the traffic violator/donor is also assured of easy access to blood supply should he/she need some in the future.

The councilor, however, clarified that traffic violators must be screened first should they decide to donate blood.

The violator will be examined first by a City Health Office (CHO) doctor to make sure he/she is physically fit to donate blood.

In case the traffic violator fails the medical exam, he will be made to pay a fine which could range from P300 to P1,800 or equal to the cost of 450 cubic centimeters of blood.

Familiaran said CHO shall keep and regularly update a Registry of Blood Donors / Traffic Violators./PN
