BACOLOD City – City councilors urged Mayor Evelio Leonardia to enforce the ordinance providing for funding and support to the Lupong Tagapamayapa in the barangays.
City Ordinance (CO) No. 530 establishes and appropriates funds for the Katarungang Pambarangay support program. It was approved in 2011 yet.
The Lupong Tagapamayapa implements the Katarungang Pambarangay system of amicable settlement of disputes without judicial recourse.
Right now the city does not give the Lupong Tagapamayapa any allowance, said Councilor Caesar Distrito, who authored the Sangguniang Panlungsod resolution formally making the request.
All the Lupon members and secretary get are their honoraria, which are dependent on the availability of barangay funds, as determined by the barangay council.
Section 6 of CO No. 530 provides for this.
But Section 12 provides for the allocation of P1.5 million under the Annual Investment Plan for the allowances for Lupon members, said Distrito.
He stressed that city hall is responsible for the Katarungang Pambarangay system and should provide funds to support it.
Under the ordinance, 30 percent of the total appropriate shall be for urban barangays, 30 percent for rural barangays, and 40 percent for seminars, trainings, publication of journals, and other administrative matters.
Several Lupong Tagapamayapa members have appealed that city hall give them allowances, Distrito claimed.
The Katarungang Pambarangay plays “the most effective and efficient mechanism that helps decongest the dockets of our courts as it settles disputes at the barangay level and do all means to avoid litigation,” he pointed out./PN
