BACOLOD City – The operator of the abattoir in Barangay Handumanan wants a 10-percent increase in its slaughter and delivery fees.
AVM Bernardo Slaughterhouse charges a P2.50-per-kilogram slaughter fee and a P0.25-per-kilogram delivery fee.
It has been charging such amounts since it started operating on Aug. 16, 2008, said plant manager Glorydee Cometa.
Cometa wrote Mayor Evelio Leonardia and the Sangguniang Panlungsod that they have not raised the charges since eight years and five months ago despite the rise in the costs of electricity and petroleum products and in the wages of workers.
Section 15, Article IV of the Memorandum of Agreement between the AVM and the city government stated that to recover its investment, operating and maintenance expenses during the concession period, the operator is allowed to charge the said fees.
Now the slaughterhouse operator is asking city hall to allow it to avail itself of the privilege under the agreement’s Section 16, Article IV.
Under that provision, the AVM is allowed to recommend the adjustment of slaughter and delivery fees “provided that any increase shall not be more than 10 percent compounded and shall be reasonable and justified by the unavoidable increase in the actual cost of operation and only upon the approval and concurrence of the Sangguniang Panlungsod.”
City Legal Officer Joselito Bayatan said they are now reviewing the request./PN
