MANILA – Sen. Juan Edgardo “Sonny” Angara is attending the 19th Charter Day celebration of Talisay City, Negros Occidental today.

He is also expected to grace an event organized by barangay captains in Bacolod City.

Angara has authored a bill lowering income tax rates.

“For the Philippines to attract human capital and prevent the migration of our own, it is imperative that we reduce the existing income tax rates while maintaining the progressivity of our income tax system, as mandated by the 1987 Philippine Constitution,” the senator from Aurora said.

Angara was also pushing for the abolition of tuition in all state universities and colleges.

He coauthored Senate Bill 1304, or the “Free Higher Education Act.”

Free public college education could provide the “impetus and the incentive to develop the human capital needed by the country toward progress and development,” he said.

In the 2013 mid-term election, Angara got the second highest number of votes in Negros Occidental.

He is currently the chairman of the Senate committees on ways and means and on local government./PN
