ILOILO City – The National Police Commission (Napolcom) will be investigating the Mandurriao district policeman accused of molesting a female inmate.
The inmate, 19, filed an administrative complaint for grave misconduct against Police Officer 3 Miguel Jancilan days after criminally charging him with acts of lasciviousness before the Iloilo City Prosecutor’s Office.
“This is a serious complaint. If proven guilty, the policeman could be dismissed from the service,” said Napolcom pre-charge investigator Allen Camering.
After the inmate filed the criminal complaint last week, Jancilan was transferred to the Iloilo City Police Office (ICPO) by Senior Superintendent Remus Zacharias Canieso, city police director.
ICPO conducted its own investigation and recommended to the Police Regional Office 6 that Jancilan be charged with grave misconduct.
The recommendation was scheduled for review by the Regional Investigation Detective Management after which Jancilan may be subjected to a summary hearing. But before the review could commence, the complainant filed her administrative complaint before Napolcom.
The complainant was a resident of Barangay Nazaret, Buenavista, Guimaras. She was caught shoplifting at a mall and detained at the Mandurriao police station.
While in detention on Jan. 28, the complainant claimed Jancilan touched her private parts around 2 a.m.
Jancilan denied the accusation but admitted talking to the female inmate.
