MANILA – His statement that local government officials who will not support federalism would get a zero budget was a “joke,” according to House Speaker Pantaleon Alvarez.
Budget proposals need the concurrence of both the House of Representatives and the Senate, the representative from Davao del Norte said.
“Kaya lang naman nagiging ganiyan dahil ini-interpret nila nang iba,” Alvarez told cable news channel ANC on Monday. “If those words really mean nothing, empty words, ano iyon? E ’di joke only.”
He added: “Puwede kong sabihin, ito, wala kang budget. Pero iyan, dumadaan sa Senado iyan. Kung hindi pinayagan doon, ’di wala. Doon lang sa sarili kong bahay.”
On Thursday last week Alvarez said no budget may be allotted to local governments whose officials do not support the proposed shift to a federal system of government.
“Siyempre iyong ibang probinsya ayaw nilang makisama, o ’di zero sa budget. Ayaw ko rin, hindi ba?” he said during the mass oath-taking of new Partido Demokratiko Pilipino – Lakas ng Bayan members in Iloilo province.
“Alangan namang kayo kasama, iyong leaders nila ayaw sumama. Alangan namang pantay?” said Alvarez./PN
