MANILA – Sen. Sonny Angara is pushing for the passage of a bill that would ensure at least one member in each family graduates from college.
Senate Bill No. (SBN) 133, or the “One Family, One Graduate Act” aims to subsidize the college education of poor but deserving Filipino students.
“This is a good companion measure to the free college tuition bill as it would target the poorest of the poor,” Angara said in filing the bill.
“Habang pinagagaan natin ang gastusin ng mga estudyanteng pumapasok sa state universities and colleges, dapat ay mas prayoridad nating tulungan ang mga pamilyang wala talagang kakayahang mapagtapos ang kanilang mga anak.”
His proposal would give priority to the financially disadvantaged and beneficiaries of the government’s Pantawid Pamilyang Pilipino Program, the senator from Aurora underscored.
Studies, according to him, showed only 20 of the 100 students who enrolled in primary school are able to finish college.
The primary reasons students provided for quitting school were “poverty” and “lack of opportunities,” he said.
“Most of our poor students drop out because of the high cost of college education. Our bill seeks to address this by covering not only the tuition but other school fees as well.”
Once enacted into law, student-grantees will be provide a maximum of P60,000 per academic year to cover the cost for tuition and other school fees such as academic and extracurricular expenses, purchase of textbooks, board and lodging, transportation, clothing, medical needs and other valid related education expenses.
This, Angara said, would guarantee student-grantees to complete their degree program.
“Ang pinakalayunin natin dito ay siguruhing walang maiiwan sa libreng edukasyon. Dapat bawat pamilyang Pilipino ay mayroong oportunidad na makapagpatapos ng kanilang anak, lalo na Iyong mga mahihirap pero deserving, na siyang tutulong para guminhawa ang kanilang buhay,” he concluded./PN
