BACOLOD City – Airlines at the Bacolod-Silay Airport must issue flight delay advisories at least an hour before departure time, the Sangguniang Panlungsod stressed.
Councilors requested the Civil Aviation Authority of the Philippines (CAAP) to enjoin all airline companies to do this.
“Reliability of air transport services necessarily includes prompt advisories to passengers, both domestic and international, about the delays of the booked flight and the reasons thereof at least an hour before the scheduled time for departure,” read part of a resolution approved on Friday.
Announcing delays a few minutes before the scheduled flight has been a practice at the Bacolod-Silay Airport, observed Councilor Ricardo Tan, author of the resolution.
“The delay of the scheduled flight, aggravated by the delayed announcement, deprives the passengers the opportunity to make their time productive,” Tan said.
In the resolution, the city council cited Section 21, Chapter III of Republic Act 9497, or An Act Creating the Civil Aviation Authority of the Philippines.
The CAAP shall “consider the following, among other things, as being in the public interest and in accordance with the public convenience and necessity: Ensuring the safety, quality, reliability, and affordability of air transport services for the riding public, and the encouragement and development of a viable and globally competitive Philippine aviation industry.”/PN
