4th Antique ‘pusher’ killed in 2 months
ILOILO City – The Antique Police Provincial Office (APPO) killed another drug suspect – its fourth casualty in just two months of antidrug operations.
Rowell Sumugat, 33, was a native of Davao Del Norte but temporarily staying in Barangay Baladjay, San Remigio, Antique. He fought back so he was shot, according to Police Officer 3 Oliver Villanueva, investigator of the police station in Hamtic, Antique.
Sumugat sold to an undercover police officer a sachet of shabu for P1,000 in Barangay Bia-an, Hamtic past 11 p.m. on Tuesday.
According to Villanueva, the suspect ran away after spotting policemen closing in on him.
Sumugat fired a gun at the cops thrice while fleeing, said Villanueva, and this promoted the policemen to return fire.
Sumugat died of gunshot wounds on the chest and abdomen.
“Our police did not have a choice but shoot him,” said Villanueva.
Recovered from the scene of the shooting were two empty shells of a .9mm pistol.
Cops also recovered Sumugat’s .38 revolver with three empty shells in its cylinder, and 19 more sachets of shabu valued at P19,000.
According to Chief Inspector Marc Dado, chief of the APPO’s Provincial Anti-Illegal Drug Unit, Sumugat’s supplier was based in Manila and the suspect’s “dropping areas” were karaoke bars in the towns of Sibalom, San Jose and Hamtic.
“Sa mga guest relations officers nya binabagsak ang droga. Lahat ng mga GROs na ‘yan ay kanyang girlfriends. May walong babae sya, including ang kinakasama nya ngayon,” said Dado.
The three other drug suspects that the Antique police killed these past two months were the following:
* John Delbert Monares – Feb. 17 in Barangay Madrangca, San Jose
* Rodney Ortea – Feb. 23 in Barangay Poblacion, Patnongon
* Aldrich Encarnacion – March 12 in Barangay Maybato, San Jose
They all allegedly fired guns at the police.
Monares was shot around at around 4:47 p.m. Police said he fired a .38 revolver at them.
The suspect died at the Angel Salazar Memorial General Hospital where he was taken for gunshot wounds on the temple and chest.
The 38-year-old Ortea was a resident of Barangay Carit-an, Patnongon. Police said he traded shots with them using a 12-gauge shotgun at around 2:50 a.m. after selling shabu to an undercover police officer.
Recovered from Ortea were three sachets of shabu, P1,360 cash, a mobile phone, and a motorcycle.
Encarnacion, on the other hand, died of six gunshot wounds after trading shots with cops using a .45 pistol.
Police recovered from him 21 sachets of shabu.
In February, the Philippine National Police (PNP) released supplemental operational guidelines in “tokhang” or antidrug operations.
“Tokhang” is a portmanteau or combination of Bisaya words toktok (knock) and hangyo (plead).
PNP’s Director General Ronald Dela Rosa said the supplemental guidelines were “essentially founded on the fundamental principles of respect for human rights and strict adherence to the rule of law, with greater emphasis on transparency, accountability and command responsibility.”/PN
