ANTIQUE – This province will be under general community quarantine (GCQ) with heightened restrictions for the whole month of October.
On Sept. 30, Gov. Rhodora Cadiao issued Executive Order No. 187, Series of 2021 setting the guidelines, particularly on travel:
For Returning Antiqueños from areas outside Region 6
* Secure a notice of coordination and acceptance from the Municipal Coordinator for Returning Antiqueños (MCRA) of the receiving municipal local government unit (LGU).
* Secure a negative reverse transcription polymerase chain reaction (RT-PCR) test result, provided that the test has been conducted after a five-day strict quarantine from the point of origin.
* Infants and children are required to submit negative RT-PCR test results, too.
For Authorized Persons Outside Residence (APORs)
The APORs of national government agencies, their attached agencies, and other local government units traveling on official business and coming from places outside Region 6 shall:
* provide their travel/mission order, travel itinerary and valid identification card
* secure negative RT-PCR test result provided that the test has been conducted after a five-day strict quarantine from the point of origin; provided further, that the test result was issued not earlier than three days before travel to the Province of Antique
Travel outside Antique
* For essential travel outside the province for provincial government employees, a travel pass shall be issued by the Office of the Governor.
* For essential travel outside the province for self-employed and/or private APOR, a travel pass shall be issued by the LGU.
Cadiao enjoined Antique’s 18 municipalities to strengthen their coronavirus disease 2019 (COVID-19) surveillance/case identification, contact tracing, testing, management, and reintegration.
For establishments, here are the guidelines:
* Leisure activities in Department of Tourism (DOT)-accredited resorts shall be temporarily prohibited. However, the operation of accommodation establishments and restaurants therein shall be allowed, subject to DOT guidelines issued.
* Indoor and outdoor / al-fresco dine-in services shall be at 50% of the seating capacity.
* Agencies and instrumentalities of the government shall be operational at a minimum of 30% up to full-on-site capacity as determined by the head of the agency in accordance with the relevant rules and regulations of the Civil Service Commission.
* Religious gatherings shall be allowed at 50% of venue capacity.
* Gatherings for neurological services, wakes, inurnments, funeral for those who died of causes other than COVID-19 19 shall be allowed up to 30% of the venue capacity for a maximum of five days only.
But there are establishments still not allowed to operate. These are the following:
* entertainment venues with live performers such as karaoke, bars, clubs, concert halls, theaters, and cinemas
* recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues
* amusement parks or theme parks, fairs/peryas, kid amusement industries such as playgrounds, playroom, and kiddie rides
* outdoor sports courts and venues for contact sports, scrimmages, games, or activities
Cadiao also prohibited “social gatherings in celebration of birthdays, weddings, feasts, baptisms, thanksgiving and other similar events.”
The curfew will continue – from 10 p.m. to 4 a.m. – but the liquor ban has been lifted.
As of Sept. 30, Antique had 378 active COVID cases, 5,168 cases that recovered and 270 cases that died./PN
