MANILA – National Bureau of Investigation (NBI) agents arrested the alleged middleman in the controversial P6.4-billion shabu shipment while the latter was testifying in a Senate inquiry yesterday.
Charged with rape, Chinese businessman Kenneth Dong was speaking before the blue ribbon committee around 2 p.m. when NBI operatives accosted him.
A 33-year-old woman filed the case against Dong, said NBI deputy director Ferdinand Lavin.
Based on the complaint, the incident took place in Parañaque on April 10 last year. Dong was accused of intoxicating and possibly drugging the woman before sexually assaulting her, Lavin added.
“I don’t have the exact details but we have a warrant. We have to process him,” Lavin said. “We did a background check on Dong after his name was mentioned in the Senate and House inquiries.”
Dong allegedly led to the entry of the shabu shipment into the Philippines last month.
DRUG CASE
On the same day, the NBI filed criminal charges before the Department of Justice against nine people, including Dong, in connection with the shabu shipment from China.
Facing charges under Section 4 of the Comprehensive Dangerous Drugs Act of 2002 were Dong, Chen I. Min, Jhu Ming Jyun, Chen Ju Long (chairman of Philippine Hongfei Logistics Group of Companies), Li Guang Feng, Fidel Anoche Dee, private customs broker Mark Ruben Taguba II, customs broker Teejay Marcellana, and Eirene May Tatad (owner of EMT Trading, consignee of the drug shipment).
Dong, Li and Taguba were also facing a separate complaint for unauthorized customs broking – assisting importers and exporters in meeting requirements for their imports/exports without a license – under Section 28 of the Customs Brokers Act of 2004.
The shipment containing 602.279 kilos of shabu was discovered on May 26 after Bureau of Customs and NBI operatives – acting on a tip from Chinese counterparts – raided the Hongfei Logistics warehouse in Valenzuela City./PN
