BACOLOD City – The Bacolod City Water District (Baciwa) has issued the Bacolod Bulk Water, Inc. (BBWI) a notice of violation in relation to its non-fulfillment of contract.
Baciwa assistant general manager for operations Jenelyn Gemora said they issued the notice last week, asking why the BBWI had such shortcoming.
Gemora added that they were still awaiting response from the BBWI, the city’s contractor for bulk water services.
Baciwa wants BBWI to explain the non-delivery of bulk water in the city through Injection Point No. 1 in Barangay Granada even after efforts to expedite such.
Under the contract, BBWI must have begun delivering water to the city on Oct. 16, 2017.
But due to its failure to install its own pipes at the time, a six-month extension was given.
Even after this, BBWI still was not able to deliver bulk water to households in Bacolod.
Baciwa tried to troubleshoot this by allowing BBWI to connect to its pipes, with the approval of the Office of the Government Corporate Council.
Despite this, no written agreement was made, according to Baciwa, thus no water delivery was done.
Baciwa general manager Juliana Carbon said she has notified BBWI “several times” regarding the matter but received no response.
Carbon added that now is the time to take appropriate steps to compel BBWI to follow its signed contract.
“We suggest that a period of two months should be more than sufficient to allow BBWI to do that. In case of failure on the part of BBWI, Baciwa will proceed with the rescission of the contract,” Carbon said./PN
