BACOLOD City – The Office of the Building Official (OBO) will serve the contracted bulk water supplier of the Bacolod City Water District (Baciwa) with another Notice of Violation.

Until now the Bacolod Bulk Water, Inc. (BBWI) has not yet submitted a Resolution of No Objection (RONO) from the Sangguniang Panlungsod, said OBO head Isidro Sun Jr.

On May 25 the OBO issued the BBWI a Notice of Violation for constructing its water treatment plant and intake structure in Barangay Granada without a building permit.

The OBO ordered the firm to suspend the construction and gave it until June 26 to comply with building permit requirements.

The only requirement the BBWI had not complied with was the RONO, Sun said.

June 26 had lapsed, and the firm was yet to submit a RONO to the Building Office, said Sun.

The bulk water supply project contractor could be in more trouble.

Sun said he wanted to personally serve the second Notice of Violation to verify the report he received that BBWI continued with its treatment plant construction despite the first Notice of Violation.

If the report is proven true, the firm may be slapped with administrative sanctions for violating the National Building Code (Presidential Decree No. 1096) and its Implementing Rules and Regulations, Sun said.

Under the P1.1-billion project, the BBWI shall supply Baciwa with bulk water for 25 years.

Baciwa promised to deliver bulk water to consumers by July, or three months ahead of its October deadline.

Under City Ordinance (CO) No. 335, a RONO is a requirement in securing a building permit.

The city council issued the RONO on June 13 yet.

CO No. 335 series of 2003 requires consultation with and clearance from barangay councils and the city government before any construction work on, along or beside esteros, canals and waterways, and similar passageways of water, as well as drainage systems.

The OBO already evaluated the documents the BBWI submitted except for the RONO.

Councilors issued the RONO after local environment officers and engineers assured that the BBWI’s water treatment plant project in Bangga Bagul, Barangay Granada will not cause flooding in the area./PN
