Bacolod City Hall to enforce drug-free workplace policy

BACOLOD City – Mayor Alfredo Abelardo Benitez has mandated the initiation of a drug-free workplace program across all city government offices to safeguard a secure and healthful work environment for both employees and officials.

In accordance with Republic Act No. 9165, also known as the Comprehensive Dangerous Drugs Act of 2002, the program demands random drug testing for all public officials and employees, as stated in the mayor’s Executive Order No. 042.

The Dangerous Drugs Board’s Resolution No. 13 of 2018 supports the directive by calling for the establishment of a drug-free workplace in all government entities, complemented by the Civil Service Commission’s Memorandum Circular No. 13 of 2017, which outlines mandatory random drug testing guidelines.

Key features of the program include mandatory drug testing for all new government service entrants, with any individual testing positive for drugs being ineligible for employment. Existing city government employees and officials will also undergo random drug testing.

Mayor Benitez’s order also includes regular educational seminars, workshops, and awareness campaigns on the dangers of drug use and the significance of maintaining a drug-free environment.

The program will be overseen by a specially formed committee, led by the City Administrator. Employees who test positive for drugs will be referred to rehabilitation centers and will face administrative and disciplinary actions as per legal standards.
