Bacolod City to regulate drone use

BACOLOD City – The city government here is set to regulate the increasing number of drones within its jurisdiction through a proposed ordinance aimed at ensuring public safety, privacy, and security.

The Sangguniang Panlungsod (SP) approved the measure on first reading during its regular session on Wednesday.

The “Drone Ordinance of Bacolod City” mandates the registration of remotely piloted aircraft systems (RPAS), commonly known as drones, and designates specific no-fly zones within the city. Penalties for violations are also outlined.

Regulation and Purpose
Councilor Jason Villarosa, the proponent of the ordinance, said the affordability of drones has led to their widespread use for both commercial and recreational purposes.

He emphasized that while drones offer significant opportunities, there is a need to regulate their use to safeguard the public.

“The paramount importance of this measure is to protect the privacy, security, and safety of the people as a whole,” Villarosa said.

He added that the ordinance seeks to establish a regulatory framework to ensure compliance and promote responsible drone operations.

No-Fly Zones and Exemptions
The ordinance will enforce existing restrictions under City Ordinance No. 997, which prohibits drone operations within a 100-meter radius of jail facilities, and allows the mayor to declare additional no-fly zones as necessary.

Exemptions will be granted to law enforcement agencies, emergency management offices, and other entities authorized by the city government in the performance of their lawful duties.

Registration and Penalties
All drone owners or operators within Bacolod City will be required to register their devices with the Management Information Technology and Computer Services (MITCS) after paying the necessary fees. Regulatory fees collected will go to the city’s general fund to cover documentation and recording expenses.

The ordinance also grants law enforcement authorities the power to confiscate unregistered drones or those operating in restricted areas. Confiscated drones will be turned over to the city government for safekeeping.

Permits and Coordination
Drone operations near vital government installations will require prior approval from the respective agencies and coordination with the MITCS. Operators must secure a permit to avoid penalties for unauthorized use.

Councilor Villarosa stressed that the ordinance reflects the city’s commitment to adapting to technological advancements while maintaining public welfare. Once enacted, the measure aims to create a balance between the benefits of drone technology and the protection of Bacolod residents./PN
