BACOLOD City – A vending policy that regulates all peddlers in this city is now being implemented.
City Ordinance (CO) No. 1009, series of 2022, defines “peddlers” as vendors plying their trade using stalls or on mobile vehicles such as food trucks, motorcycles, tricycles, trisikads, and the like, selling food and non-food products, and who are directly or indirectly connected with food preparation and handling.
“As policy, vending shall be allowed in designated areas specified in CO No. 1009,” according to Councilor Celia Flor, the proponent of the ordinance.
She explained, “It shall not include registered vendors inside city public markets who have established business locations, have permits and are paying appropriate business taxes to the city government.”
She said she authored the ordinance because of an urgent need to protec vendors from being deprived of their livelihood, as well as the rights of consumers and citizens from the negative effects of the current economic and health crises.
The Local Market Committee (LMC) is responsible for providing a simplified procedure for registering approved vendors; approving and reviewing the applications; issuing identification cards and certifications; and rescinding documents in case of violations.
The LMC is also responsible for the validation and accreditation of the Street Vendors’ Association and its members; and assigning vendors to their respective vending areas.
The qualified peddlers shall observe the assignment of vending spaces along the specified areas:
* From Gallardo Street corner La Salle Avenue up to University of Saint La Salle Gate 1 – 8 a.m. to 8 p.m.
* North Capitol Road up to corner of Aguinaldo Street – 6 p.m. to 10 p.m.
* Gatuslao Street (bounded by Jollibee Luzuriaga and corner Ballesteros) – 8 a.m. to 8 p.m.
* Gonzaga Street (bounded by Amar Plaza and Chinky’s) – 8 a.m. to 8 p.m.
* Luzuriaga Street (bounded by PNB and Greenwich) – 8 a.m. to 8 p.m.
* inside Bacolod City Public Plaza – 8 a.m. to 6 p.m.
* Bonifacio Street – 4 p.m. to 10 p.m.
* South side of Ballesteros Street – 8. a.m. to 9 p.m./PN
