BACOLOD City – The Sangguniang Panlungsod (SP) ratified the memorandum of agreement (MOA) extending the Bacolod Real Estate Development Corp.’s (Bredco) management of port in the city government-owned 5-hectare lot.

The SP took this move after Mayor Evelio Leonardia signed the MOA, which also requires Bredco to give the city government an annual P6-million compensation subjected to a 25-percent increase every five years.

Ten members of the SP voted “yes” for the ratification. They were councilors Caesar Distrito, Em Ang, Cindy Rojas, Bartolome Orola, Elmer Sy, Dindo Ramos, Ana Marie Palermo, Sonya Verdeflor, Noli Villarosa, and Wilson Gamboa Jr.

Councilors Claudio Jesus Puentevella and Ricardo Tan voted “no.”

Meanwhile, Councilor Renecito Novero inhibited from casting a vote due to his professional relationship with Bredco. Novero is one of the corporation’s legal counsels.

Puentevella insisted that the city government must have incorporated the “takeover ordinance” in its recent contract with Bredco.

The takeover ordinance required Bredco to pay P17.5 million to the city government yearly.

But Distrito said the takeover ordinance no longer exists. The court declared it invalid during the trial of a case between the city government and Bredco.

Distrito defended the P6-million yearly compensation, saying it was based on the recommendation of a technical working group that Leonardia created to study Bredco’s contract extension bid.

For his part, Tan said, “I maintain that the ratification of the contract of Bredco with Bacolod City in exchange of a P6-million annual rental is highly anomalous and greatly disadvantageous for the city and its people.”

He added that the city government will now be “officially tied to Bredco for [another] 25 years for a measly annual rental of P6 million.”

The amount is equal to only P3 per square meters monthly, Tan said./PN
