Bacolod SP requires contractors to secure permit before diggings

BACOLOD City – The city council wants to require contractors, government engineers and other agencies to secure a special permit before excavating roads, bridges, canals and drainage systems in Bacolod City.

The proposed ordinance, authored by Councilor Dindo Ramos, was approved on first reading at the Sangguniang Panlungsod last week.

Ramos said the developmental projects requiring excavation usually causes heavy traffic, damage to property and accidents.

“The public has the right to be notified about the area of the excavation and the duration of the project,” said Ramos.

The contractors, city engineers and other agencies will be accountable and obliged to finish their projects on time for the general public’s benefit, he added.

Cited on the Section 2 of the proposed ordinance no digging, excavation and concreting of roads shall be done within the territory of the city unless a special permit is issued.

The special permit requires an affidavit of undertaking stating the duration of the project, a poster showing the date of the start of the project and the projected date of completion and a special permit fee of P1,000 for utility companies and private contractors for a single project./PN
