BACOLOD City – The city government gets an average of P500,000 a month from Small Town Lottery (STL) operation, according to the Philippine Charity Sweepstakes Office (PCSO).
Negros Occidental acting branch manager Jose Manuel Villagracia said the amount represents the local government’s 3-percent share from the total monthly gross sales.
Super Lucky Beagler, Inc. operates STL in Negros Occidental and this capital city.
It started operating in its office in Barangay Sum-ag in March 2016, and the PCSO started remitting the local government revenue share in April that year, said Villagracia.
City Treasurer Giovanni Balalilhe confirmed on Wednesday that the city government is receiving STL revenue share.
City hall received two checks from PCSO in 2016: one in April (P440,392.61) and another in June (P1,050,904.19). Another check (P556,000) came in January this year, records from the City Treasurer’s Office showed.
STL operation here is being questioned. Local officials said the operator has no business permit.
But the PCSO insisted the operator need not get one, citing a Court of Appeals decision stating that lotteries and other betting games are exempting from local government taxation and charges./PN
