BACOLOD City – The Sangguniang Panlungsod (SP) ratified the memorandum of agreement (MOA) entered into by the city government and Bacolod Yuhum Foundation, Inc. (BYF) as the overall organizer of the 2023 MassKara Festival.
Vice Mayor El Cid Familiaran said the SP on Thursday, Aug. 17, authorized Mayor Alfredo Abelardo Benitez to sign the MOA with the BYF headed by its president, Katherine Matiling.
The city is leaving it to the foundation to decide on the festival highlights.
“Any revenue generated on behalf of the festival, including any pre-festival activities implemented by the foundation, should be accounted for, with 60 percent of the net profits after deduction of any fees and taxes imposed on the festival going to the foundation, with the remaining revenue going to the city,” read part of the MOA.
The foundation should submit liquidation and fund utilization reports, including all necessary documents supporting the disbursement and/or expenditures of funds provided, not later than 60 days after the end of the festival, the MOA further read.
Bacolod City celebrates the MassKara Festival every October, culminating on the 4th Sunday.
In a press conference on Monday, Aug. 14, the mayor admitted shelling out personal money after last year’s MassKara Festival, which the BYF handled, incurred at least P6 million in losses./PN
