ILOILO City – The Office of the Ombudsman ordered the dismissal of a barangay captain over unaccounted funds reaching P1.4 million.
Barangay Captain Nicolas Hermano Jr. of Buntatala, Jaro district was found guilty by the anti-graft body of grave misconduct and gross neglect of duty.
According to Department of Interior and Local Government (DILG) Iloilo City director Ferdinand Panes, the Ombudsman also meted Hermano the penalty of perpetual disqualification from holding public office.
The disqualification was on top of two other penalties – cancellation of Hermano’s civil service eligibility and forfeiture of his retirement benefits, if there were any.
The City-DILG was tasked to serve the Ombudsman order on July 14 yet.
Initially, the involved amount was some P2 million from 2013 to 2014, said Panes. The P800,000 was accounted but the remaining was not.
“May mga disbursements nga indi ma-account…wala ma-liquidate sang treasurer,” said Panes.
Barangay Kagawad Melissa Flores of Buntatala accused Hermano of grave misconduct and gross neglect of duty before the Ombudsman in 2014.
Panes said the barangay treasurer was also sued before the Iloilo City Prosecutor’s Office but the case was dismissed.
Panes said Hermano’s dismissal was appealable within the period prescribed but pending appeal, the City-DILG had to implement the order.
