BACOLOD City – Mayor Evelio Leonardia assured city government employees that they will get their collective negotiation agreement (CNA) incentive soon.
But Leonardia refused to disclose the amount each city hall worker stands to receive.
He feared that employees would transact with loan sharks even before getting their incentive and use the amount later to settle their debts.
Loan sharks refer to those who lend money to others at exorbitant rates of interest.
“Hadlok kami basi ibaligya. Maayo na kon sa ulihi matupa na, mabaton nila bilog,” the mayor stressed.
Moreover city hall has yet to receive the guidelines on how much it is allowed to give the employees at the maximum, he said.
According to Leonardia, he would not hesitate in giving out the maximum allowable amount as long as “there is legal basis” and “funds are available.”
Qualified employees may receive cash incentive not exceeding P25,000 through the CNA – a one-time benefit that shall be granted not earlier than Dec. 15 – according to the Department of Budget and Management.
“The CNA incentive may be granted to both management and rank-and-file employees of agencies with approved and successfully implemented CNAs in recognition of their efforts in accomplishing performance targets at lesser cost and in attaining more efficient and viable operations through cost-cutting measures and systems improvement,” the DBM said in a statement.
The amount of the incentive is subject to the availability of allowable allotments, the agency said.
Only regular, plantilla casual and coterminous employees were entitled to the CNA incentive, Leonardia clarified./PN
