BACOLOD City – Vice Mayor El Cid Familiaran called out barangays for not “doing their part” in making sure that the “no segregation, no collection” policy in the city is followed.

Familiaran, who chairs the city’s Solid Waste Action Team (SWAT), said compliance to the policy went down.

From 5 percent of the city’s total population following the policy last month, the percentage dropped to zero this month, according to the vice mayor.

The city has been implementing the policy since September last year in relation to Republic Act 9003, or the Ecological Solid Waste Management Act of 2000.

Households in 61 villages in the city are no longer – or not at all – complying with the solid waste management policy, the SWAT observed.

The SWAT based this in the collection of the IPM Construction and Development Corp., the lone daily garbage collector in the city.

Familiaran appealed to the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources to warn the barangays of possible penalties they may face.

Ma. Joy MaredithMadayag, director of the Department of Interior and Local Government in Bacolod, said she will help SWAT in encouraging the barangays to perform their obligations in making sure that the policy is followed.

Familiaran added that currently, 33 barangays were listed illegally dumping their waste. He added that the names of the barangays were already submitted to the EMB.
