ILOILO City – The Boy Scouts of the Philippines (BSP) condemned an incident of alleged voyeurism involving an adult scout leader during the 2024 BSP Provincial Jamboree in Barangay Libot, Calinog, Iloilo, on November 25.
The incident involved a 57-year-old male teacher from Bingawan, Iloilo who reportedly filmed a 31-year-old female school nonteaching staff from Ajuy, Iloilo while she was using a makeshift bathroom at the jamboree site.
In an official statement released on Thursday, November 28, the BSP reaffirmed its commitment to maintaining a safe and inclusive environment for all participants in scouting activities.
“We strongly condemn the incident and are collaborating closely with authorities to ensure a thorough investigation and appropriate action. This act is a clear violation of the core values and principles we seek to uphold and teach our young people,” the statement read.
The BSP also assured stakeholders that it remains steadfast in its responsibility to promote responsible citizenship and will not tolerate any abusive behavior within the organization.
Local BSP Leadership, DepEd Take Action
Iloilo Sangguniang Panlalawigan member Matt Palabrica, chairman of the BSP Iloilo Council, expressed disappointment over the incident, calling it “unacceptable,” especially as it occurred during a Council-sanctioned event.
Palabrica confirmed that the council’s legal committee has launched an investigation, the results of which will be submitted to the BSP National Council for the determination of appropriate legal action.
The Department of Education (DepEd) – Schools Division of Iloilo also issued a statement condemning the alleged act. Schools Division Superintendent Dr. Ernesto Servillon Jr. reiterated DepEd’s zero-tolerance policy against acts of abuse, harassment, and exploitation.
“DepEd prioritizes the safety and well-being of learners and participants in all its activities, and such behavior, if proven, is unequivocally condemned,” Servillon stated.
Support for Victim and Investigation
DepEd-Iloilo has initiated legal procedures and is coordinating with local authorities, the BSP, and other relevant agencies to ensure the victim’s welfare and a comprehensive investigation. The division also committed to providing psychosocial support to the female staff member involved.
Servillon urged the public to view the incident as isolated and not reflective of the broader goals of the scouting movement and DepEd programs.
“Any violations of our existing policies will be met with corresponding consequences,” he emphasized.
Investigations are ongoing, and both organizations vowed to ensure accountability while preserving the integrity of their missions./PN
