Cadiao extends Antique’s low-risk modified quarantine

SAN JOSE, Antique – In Executive Order No. 182 issued on Nov. 5, Gov. Rhodora Cadiao extended the low-risk modified general community quarantine (MGCQ) in Antique.

It was in line with a memorandum from the Executive Secretary date Oct. 30, 2020 classifying Antique as low-risk for coronavirus disease 2019 (COVID-19) and placing it under MGCQ until Nov. 30, 2020.”

Under MGCQ, there are the guidelines for returning locally stranded individual (LSIs) and authorized person outside residence (APOR):

* secure a certificate of acceptance and a certificate of coordination from the receiving municipal local government unit (LGU)

* secure a medical certificate from their place of origin stating that they are not persons under monitoring or persons under investigation, and that they do not have any other infectious disease

* secure their travel authority from the Municipality/City Police Station of their place of origin

* undergo a health risk assessment upon arrival in Antique and a 14-day quarantine at the Community Isolation Facility (CIF) at their receiving municipality

* LSIs who are senior citizens, pregnant and those with comorbidities or immunocompromised may undergo a 14-day home quarantine upon arrival in Antique, provided their houses are compliant with minimum isolation standards of the DOH.

For repatriated overseas Filipinos (ROFs), Antique is still adopting the guidelines of the National Task Force Against COVID-19.

All ROFs in good health with negative RT-PCR (reverse transcription  polymerase chain reaction) test result for COVID-19 shall not be subjected to another 14-day quarantine by the receiving LGUs.

All ROFs are strongly advised to stay at home for seven days upon arrival in Antique and self-monitor for signs and symptoms of COVID-19.

The Barangay Health Emergency Response Teams shall also monitor their respective ROFs. They shall notify their respective municipal local government units in case the ROFs manifest signs and symptoms of COVID-19 for appropriate action and health management.

Cadiao, however, added the following:

* Depending on the risk assessment of the Municipal Health Office, home quarantine may be allowed for LSIs and ROFs of municipalities with congested community isolation facilities.

* Food and supplies needed by LSIs and ROFs while in community isolation Facilities shall be their families’ responsibility.

* The travel of LSIs to the Port of Caticlan shall be every Monday and Thursday only. Their cargo shall be limited to 15 kilograms only and the same shall be advised to adhere with minimum public health standards.

Here are the other general provisions of Cadiao’s Executive Order No. 182.

* Persons required to undergo rapid diagnostic test or RT-PR test for work or for other purposes shall coordinate with their Municipal Health Office and the Provincial Health Office Contact Tracing Team.

* LSIs without COVID-19 symptoms are allowed to take the Manila-to-Antique flights of Philippine Airlines even without a negative RT-PCR test result, provided they shall undergo mandatory quarantine at the municipality of their destination.

* The wearing of facemask and face shield shall be mandatory in all public places.

* The load capacity of delivery vehicles carrying quarry resources such as sand and gravel must not exceed 20 metric tons.

* Until further notice, all drivers of heavy vehicles are advised to take the San Joaquin-Anini-y route only due to the ongoing road repair at the San Joaquin-Hamtic route.

* Authorized person outside residence are strongly encourage to stay at their houses or employment to avoid the spread of COVID-19.

Meanwhile, person below 15 or above 65 years of age are not allowed to go outside of their home except when accessing basic necessities, when availing themselves of urgent legal aid, when going home and traveling for work in industries allowed under MGCQ; during medical emergencies.

Curfew is from 10 p.m. to 4 a.m.

Authorized persons outside residence, night shift essential workers, persons with medical needs or emergencies, and persons availing themselves of aid are exempted from the curfew./PN
