BACOLOD City – Gov. Alfredo Marañon Jr. assured Negros Occidental provincial government employees they will receive additional bonus this year.

“Indi man kinanglan Malacañang order,” Marañon said. “May ara additional bonus, pero indi ako ka siling sa inyo kon pila, basta may ara.”

Earlier Provincial Budget Officer Jose Percival Salado Jr. claimed capitol cannot give out additional bonuses without a national government order.

“Ang legality lang, ang legal basis kon diin namon i-charge ina,” Salado had said.

For now, all the provincial government can give is the Performance Enhancement Incentive worth P5,000, he said.

“So far wala pa kmi may mahatag other than that,” said Salado. “Pero kon sa may kwarta, may kwarta kita, ara, wala problema.”

For his part Provincial Board member Salvador Escalante said the additional bonus does not have to go through them.

Escalante said the additional bonus may be sourced from “savings in personal services.” He added that “realignment or augmentation of funds” might be necessary.

Meanwhile the Employees Organization-Management Consultative Committee asked Marañon to grant their collective negotiation agreement (CNA) incentive based on Department of Budget and Management Circular No. 2016-7 dated Dec. 1, 2016.

Under the circular, the CNA incentive may be given “as a form of reward to motivate employees toward higher productivity.”

It “may be granted to both management and rank-and-file employees of agencies with approved and successfully implemented CNAs in recognition of their efforts in accomplishing performance targets at lesser cost and attaining more efficient and viable operations through cost-cutting measures and systems improvement,” the committee said.

On Thursday the Provincial Board also unanimously approved a P22-million supplemental budget for P8,000 CNA incentive of each employee./PN
