Capiz capitol exec persona non grata – SP

ROXAS City – The Sangguniang Panlalawigan (SP) of Capiz declared Provincial Administrator Edwin Chinel Monares a persona non grata.

In a resolution, the SP chided Monares for supposedly disrespecting the provincial board through baseless accusations.

The SP and the executive branch of the provincial government of Capiz are at odds over the provincial board’s inaction to a request for a supplemental budget.

SP member Renzo Teves, president of the Sangguniang Kabataan (SK) federation of Capiz, authored the resolution that got the nod of eight SP members on Sept. 28.

Only two SP members voted against the resolution while one abstained.

Now, according to the SP, it won’t recognize the authority and power of Monares, particularly in the issuances of memorandum circulars addressed to the provincial board.

Monares will also be barred from joining SP activities as representative of the governor.

The provincial administrator, however, questioned the SP’s basis for declaring him persona non grata.

He insisted not having violated any law, harmed or offended any individual.

“What I have been doing is in line with my duties and responsibilities as stated in my Position Description Form when I was appointed as such. Any other actions which I may have done were with the approval of the honorable governor,” Monares said.

Turning the table on Teves, Monares asked: “Having taken the floor to move for the passage of the motion gave your constituents (youth sector) the opportunity to hear your voice which they have been longing to hear since then up to this time. But it is unfortunate that it is not a youth development concern but a political stunt.”

He also asked Teves of his contributions as representative of the youth to the SP.

“How many resolutions / ordinances did you author in their favor? Correct me if I’m wrong but I think there is none. Again, thank you very much for proposing such a resolution, and I have this firm belief that it is not a crime or offense to SERVE what is best for Capiz,” said Monares./PN
