Capiz’s unvaccinated vulnerable persons not allowed to go out

CAPIZ – Vulnerable but unvaccinated individuals here are not allowed to leave their houses.

In Executive Order No. 26- 2021 that Gov. Esteban Evan Contreras released for the implementation of general community quarantine (GCQ), the following are deemed most vulnerable to coronavirus disease 19 (COVID-19)  and thus must remain at home:

* unvaccinated persons below 15 years old

* unvaccinated persons older than 65 years old

* unvaccinated pregnant women

* unvaccinated persons with comorbidities

These persons are also not allowed to enter public or private buildings or board public transport unless they’re going to their workplace or accessing essential goods and services.

Children five years old and older and other vulnerable persons, regardless of vaccination status, may be allowed in outdoor areas only for dining and subject to strict implementation of the minimum public health standards (MPHS).

The movement of all persons outside of their residences is restricted to essential activities only such as accessing goods and services, work in establishments allowed to operate, and other essential activities.

The general curfew in the province is from 12 midnight to 4 a.m. except for essential sectors.

Business establishments have to close during curfew hours except hospitals, clinics, pharmacies, and other emergency services.

National government offices are also encouraged to reduce the number of their onsite personnel to no more than 50 percent while private businesses are encouraged to observe alternative work arrangements.

Religious gatherings are allowed up to 50 percent of the venue capacity.

Attendees in wakes and funerals shall only be 20 persons at a time. Wakes are only up to 10 days duration while gambling, drinking, and singing are prohibited.

Among the prohibited establishments and activities are contact sports, child amusement venues, live voice or wind-instrument venues unless with infection prevention measures, casinos and gambling places, cockpits and cockfighting except e-sabong with prior permit from the Philippine Amusement and Gaming Corp. and the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases / Office of the President, and lottery and betting shops unless with a permit from the Philippine Charity Sweepstakes Office.

On the other hand, the allowed establishments (30 percent capacity plus 20 percent if with Safety Seal and additional 10 percent if with Vaccinated Establishment Certificate) are venues for meetings and conferences, private venues, tourist attractions, public parks, recreational venues (internet cafés, billiard halls, arcades, bowling alleys, swimming pools, beaches), cinemas and movie houses, limited face-to-face classes for higher education and TechVoc only, religious gatherings, licensure or entrance examinations, dine-in services, personal care establishments, fitness studios, gyms, and other non-contact and non-group sports and activities.

INBOUND TRAVEL

All inbound travelers from areas outside Western Visayas are required to present, prior to boarding, negative RT-PCR (reverse transcription polymerase chain reaction) test results or verified VaxCertPh vaccination card, travel Coordination Permit (TCP) from SPASS and health declaration card.

For international (returning overseas Filipinos or ROFs and others) inbound travelers, they have to comply with the protocol under IATF Resolution 144-A and TCP from SPASS.

Fully vaccinated travelers are no longer required to undergo quarantine while those unvaccinated had to undergo 24-hour facility/hotel quarantine. And they will be allowed to complete the remainder of 14-day quarantine at home./PN
