MANILA – Rep. Jerry Treñas (Iloilo City) urged the Department of Transportation (DOTr) to ban vehicles with only one passenger in EDSA and other major zones.
But, Treñas said this “effective solution” to fight the worsening traffic congestion in Metro Manila should be implemented during weekday peak hours.
“We should start the culture of carpooling if we want to defeat Metro Manila’s monstrous traffic. If we remove cars with single passengers in EDSA and encourage people to share their cars with neighbors and officemates we will be removing a huge number of automobiles that congest EDSA,” the congressman from Iloilo City said.
Treñas said banning vehicles with only one passenger is much easier to monitor and enforce because traffic enforcers can easily check to find out if a driver has a passenger or not.
According to him, the Metro Manila congestion causes the Philippine economy to lose about P3 billion every day.
Cebu City and Baguio City are also burdened with traffic jams due to improper traffic management, he added.
“I think that the DOTr under Sec.Arthur Tugade should take the initiative instead of waiting for the approval of the emergency powers for the president. We are already in a crisis situation. The traffic situation in Metro Manila is getting really worse and there are other means which can be done to address the problem without the needed for any emergency powers,” Treñas said.
Treñas earlier asked the transportation sector to adopt a well-synchronized dispatch system for all Metro Manila buses, vans and jeepneys.
Citing the lack of discipline among public utility vehicle drivers, he also called for a strict implementation of “loading and unloading only” zones to prevent serious jeepney-caused congestion./PN
