BACOLOD City â There is an increase in the per-kilowatt-hour (kWh) rate of the Central Negros Electric Cooperative (Ceneco), and the utility is pointing to the TRAIN Law.
For their February billing, consumers will have to pay P11.2868 per-kWh â P0.4122 more than the P10.8746 in January â Ceneco announced.
This is due to the increase in generation charges âinclusive of [the] implementation of the Tax Reform for Acceleration and Inclusion Law, particularly the new excise tax,â Ceneco president Sulpicio Lagarde Jr. said.
Ceneco is coal-dependent â about 80 percent of the power it generates is from this fossil-fuel source, Lagarde had said.
While currently cheaper, the price of coal may possibly go higher than sourcing geothermal and hydro power with the increase in excise tax, he claimed.
Unlike coal, there is no value-added tax (VAT) charged on geothermal and hydro power, he added.
Because of the TRAIN Law, the price of coal increased by P50 per metric ton, according to Leomel Tambanillo, head of Cenecoâs Corporate Planning Department.
On the other hand, the National Grid Corp. of the Philippines has imposed a 12-percent VAT on coal for the first time, Tambanillo said.
Elinore Cabanilla of Green Alert Negros said electric cooperatives in Negros should use renewable energy sources, including solar and geothermal.
Coal-fired power plants are hazardous to the peopleâs health, she said.
