CIDG-6 to public: Report SAP payout irregularities

ILOILO City – The Criminal Investigation and Detection Group (CIDG) Region 6 urged the public to report alleged irregularities in the distribution of the national government’s Social Amelioration Program (SAP) funds.

In a press release, CIDG-6 chief Police Lieutenant Colonel Gervacio Balmaceda Jr. is encouraging individuals to report any SAP payout irregularities in their localities to the nearest police stations or to the CIDG offices in Western Visayas.

CIDG-6 reported that its Bacolod City Field Unit filed criminal charges against four public officials of Barangay Felisa for violations of Republic Act (RA) 3019, or the Anti-Graft and Corrupt Practices Act, and RA 11469, or the Bayanihan To Heal As One Act on May 15.

The four respondents of the complaint are barangay chairman Ramon Jardin, barangay secretary Stephen Jalandoon, barangay liaisons Corazon Latoza and Rosejean Estador.

According to CIDG 6’s press release, seven residents of the village complained to the City Prosecutors Office through a joint affidavit on April 22 that the respondents were “conniving and confederating with each other and committed the acts and/or omissions attributed to them in this complaint”.

“(They) willfully, unlawfully collected and took back the amount of P4,000 from the (possession) of the (complainants) who received the amount of P6,000 from the social amelioration program (SAP) funds,” the complaint said.

Other provincial and city CIDG Field Units in this region, on the other hand, are also conducting investigations in order to file cases related to SAP fund irregularities as directed by President Rodrigo Duterte.

Philippine National Police chief Gen Archie Gamboa, meanwhile, has issued a directive to conduct case build-up operations against erring local executives, according to CIDG 6’s press release.
