Contractor for Bacolod waste disposal system picked

BACOLOD City – The Bids and Awards Committee (BAC) of this city declared the IPM-Construction Development Corp. (IPM-CDC) the winning bidder for environment and sanitary services here in the amount of about P256 million.

BAC chair Maphilindo Polvora said they commenced the bidding on Monday, April 5 for the hauling, collection and disposal of garbage and for the management, maintenance and operations of the sanitary landfill in Barangay Felisa.

The IPM-CDC was the lone bidder, Polvora noted.

Horace Yap, consultant of IPM-CDC, said the new contract is effective from May 1 until Dec. 31 “because the previous contracts for the extension will lapse on April 30.”

He noted that the IPM-CDC’s bid price for the eight-month contract for the collection, hauling and disposal of garbage was at P191,978,632.86.

For the management, operation and maintenance of sanitary landfill, on the other hand, amounted to P63,984,258.33.

Yap explained that even if they won the bidding, they still needed to complete all the documents needed in compliance with Republic Act 9184 (Government Procurement Reform Act).

Part of it would be the contract signing with Mayor Evelio Leonardia and ratification by the city council, he added.

Moreover, Yap said the IPM-CDC will sit down with 61 punong barangays here to discuss further improvement plans, particularly anent the system of waste collection in the barangays.  

“It’s time to change our system in the collection of garbage now because the old system that we have been using is obsolete,” Yap said. “We noticed that for about four years, the garbage is increasing because of economic growth.”

In 2016, the daily average garbage collection in this city was 1,016.92 cubic meters compared to this year’s 1,436.13 cubic meters per day.
