BACOLOD City – A city councilor is pushing for the creation of a council that will work to uphold the welfare of the elderly and persons with disabilities (PWDs).
Em Ang disclosed the Sangguniang Panlungsod (SP) has approved her proposed ordinance establishing the Senior Citizens and PWDs Council.
The council shall “formulate policies and adopt measures mutually beneficial to senior citizens, PWDs and the city as well.”
Subject to availability, appropriate funds shall be allocated for programs, projects, and other concerns or needs of senior citizens and PWDs, the measure stated.
The council shall also “establish and support the operation of centers or facilities” for the said sectors and “a mechanism whereby the contributions of senior citizens and PWDs are maximized in accordance with their respective talents, skills and expertise.”
The city mayor shall serve as the council’s chair and the SP social services and development committee chair, the vice chair.
Members shall include the chairs of the SP committees on senior citizens and veterans affairs, on family and child care and development, and on women and gender; and heads of the City Legal Office, Office of the Building Official, City Health Office, City Engineer’s Office, Public Information Office, Commission on Human Rights-Bacolod City, Bacolod City Police Office, Department of the Interior and Local Government, and Department of Labor and Employment.
Ang said the Expanded Senior Citizens Act of 2010 “amplifies the constitutional mandate of giving primacy to the elderly and PWDs as among priority groups in the provision of social services.”
It also “necessitates the mandatory execution of the General Appropriations Act institutionalizing the provision of agency budgets, including local government units, for plans, programs, projects, and activities intended for senior citizens and PWDs,” she said./PN
