BACOLOD City – A city council member in this city got irked by the memoranda received by the Sangguniang Panlungsod (SP) from the office of the city administrator.
On Wednesday, majority floor leader Councilor Al Victor Espino reminded City Administrator Pacifico Maghari III that “based on the Local Government Code, [both the SP and the executive branch of the city government] are co-equal in nature.”
The Sangguniang Secretariat has been receiving memos from the city administrator’s office since last year.
Espino said the SP is not subservient to the executive.
Maghari, on the other hand, clarified that the memos were not addressed to any SP member or staff but to departments and offices under the city administrator.
According to Maghari, “Wala gid ko may gin obra (memo) directed to the SP. I talked to my staff. What happened gale ang staff ko nag-pa[send] sang copies sa Sanggunian kay nag-request sa ila before.”
Sending memos to the SP was “an honest mistake”, he added, and apologized.
Maghari said the comments of Espino were well taken, adding that he was willing to have an inter-office dialogue with the SP./PN
