ILOILO – Beginning tomorrow, local government units through their barangay councils would be issuing uniform “enhanced community quarantine passes.”
Mayors agreed to have a unified quarantine pass during a meeting with Gov. Arthur Defensor Jr. on Monday afternoon in Santa Barbara town.
Defensor sought for a uniform pass to avoid confusion and facilitate the movement of people between towns and to Iloilo City after noting that each local government unit has its own format of the pass.
According to Mayor Mediatrix Fernandez of San Enrique and president of the League of Municipalities of the Philippines (LMP) Iloilo Chapter, the enhanced community quarantine pass may be used by people to go out to:
* buy basic household essentials
* buy medicines/health essentials
* go to work or do business in line with Executive Order (EO) No. 080 of Defensor (“An order enforcing an enhanced community quarantine over the entire province of Iloilo for stronger protection against the coronavirus disease 2019).”
Under the EO, employees/workers in the following fields (exemptions) may avail themselves of the enhanced community quarantine pass:
* municipal public markets (provided that while the same shall be open everyday, scheduled market days shall be suspended in all local government units)
* supermarkets, sari-sari stores, grocery stores, convenience stores and bakeshops
* restaurants, fast food chains and food stalls (but only for “take out” orders; “dine-in” service shall not be allowed)
* water-refilling stations
* hospitals
* medical/dental clinics, medical facilities, diagnostic centers and laboratories
* pharmacies
* establishments / factories / plants engaged in the manufacturing / processing / storage of basic food products and health needs
* establishments providing financial services (banks, pawnshops, money transfer services, and payment and remittance centers)
* public utilities providing transportation, power, energy, water, telecommunications and cargo handling
* establishments providing such other basic necessities and services (agricultural supply stores, gasoline stations, liquefied petroleum gas stores/outlets;
* funeral homes (but viewing and wakes is prohibited)
* media establishments
* business process outsourcing (BPO) and knowledge process outsourcing (KPO)/PN
