BACOLOD City – The Department of Interior and Local Government(DILG) – Negros Island Region (NIR) has begun its operation last month in relation to the implementation of the Republic Act (RA) 12000, or the NIR law.
The NIR is composed of the provinces of Negros Occidental, Negros Oriental and Siquijor.
DILG-NIR officer-in-charge (OIC) regional director Lailyn Ortiz, who held her first courtesy call on Mayor Alfredo Abelardo Benitez yesterday, November 12, at the Bacolod City Government Center, said right now they are operating administratively, but technically the operation still remains in Regions 6 and 7.
“For now, it is administrative because they are organizing the NIR office while they are in the transition period. In terms financial and reporting system the data is still in the Regions 6 and 7,” she said.
Ortiz, who was appointed on the position effective October 1, 2024, informed the public that the regional office is temporarily occupying the portion of the office of the DILG-Negros Occidental Provincial Office in Barangay Villamonte in this city.
The DILG-NIR is also utilizing the 12 personnel of the DILG-Negros Occidental so that they can start its operation while they have yet to approve the plantilla positions which are still pending at the Department of Budget Management (DBM).
Once the plantilla positions will be approved, the regional office can fully operate as they target it in the first quarter of 2025.
“As of now wala pa kita formal turnover kay damu pa kita dapat ayusin, e-train pa mga tawo how to handle financial transactions. Ang system dapat matun-an pa sang tawo and we do have yet personnel,” Ortiz said.
She added they also plan to have their own building later on.
Prior to her appointment in NIR, Ortiz was then the DILG Region 12 assistant director for seven years./PN
