ILOILO – Dine-in services and opening of salons and parlors here are now allowed until Oct. 15. This province retained its modified enhanced community quarantine (MECQ) status.
These were among the adjustments made by Gov. Arthur Defensor Jr. in his Executive Order Number 305-D, amending and extending the effectivity of Executive Order Number 305.
Based on the EO, food preparation establishments such as kiosks, commissaries, restaurants, and eateries may resume their indoor dine-in services at an initial venue or seating capacity of 10 percent.
Outdoor dine-in services (al fresco) are allowed at 50 percent seating capacity.
Beauty salons, beauty parlors, barbershops, and nail spas may also resume operations at an initial venue or seating capacity of 30 percent.
Hotel and accommodation establishments are also allowed to accommodate guests provided under the following guidelines: as isolation facilities, quarantine hotels, multiple-use hotels and regular hotels.
“Regardless of the nature of its operations, other ancillary establishments and facilities within an accommodation establishment, such as bars, gyms, spas, conference rooms or function hall, and the like, shall not be allowed to operate,” Defensor said.
The following establishments, persons, or activities shall not be permitted to operate, work, or be undertaken:
* Entertainment venues with live performers such as karaoke bars, bars, clubs, concert halls, theaters, and cinemas;
* Recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues;
* Amusement parks or theme parks, fairs/peryas, kid amusement industries such as playgrounds, playroom, and kiddie rides;
* Outdoor tourist attractions, including recreation activities in public beaches, inland waters and other tourist spots;
* Indoor sports courts or venues, fitness studios, gyms, spas or other indoor leisure centers or facilities and swimming pools;
* Venues for meetings, incentives, conferences, and exhibitions; and
* Personal care services which include medical aesthetic clinics, cosmetic or derma clinics, make-up salons, reflexology, aesthetics, wellness, and holistic centers, and other similar establishments, acupuncture and electrocautery establishments, and massage therapy including sports therapy establishments; establishments providing tanning services, body piercings, tattooing, and similar services. Home service for the above activities is likewise not permitted.
“Establishments permitted to operate are encouraged to apply for a Safety Seal,” Defensor said.
The Safety Seal certification is a voluntary certification scheme that affirms an establishment’s compliance to the minimum public health standards set by the government for the protection of both consumers and personnel from the coronavirus disease 2019./PN
